Commenced at RIBA Stage 2
Features
- This service is a pre-requisite for the Operational Waste and Recycling Management Strategy.
- A Design Guide is prepared, and a Design Workshop is held with the architects and wider design team to discuss sustainable waste management options and requirements.
Benefits
- Provides the design team with several waste management approaches.
- Helps the design team understand the spatial requirements prior to design freeze.
- Discusses the access and servicing options.
Operational Waste and Recycling Management Strategy
Commencement at RIBA Stage 3. Updates can be made in RIBA Stage 4.
Features
A Strategy for managing the expected waste and recycling material arisings from a development once occupied.
Includes assessment of:
- Types and quantities of waste and recycling materials generated,
- The segregation of waste and recyclable streams,
- Location and numbers of storage areas,
- Internal management and logistics, and
- Access arrangements for collections.
Benefits
A planning requirement of many local validation checklists.
- Helps attain BREEAM credit Wst 03 (BREEAM, 2018).
- Planning document to help support Policy SI 7 of the London Plan (London Plan, 2021).
- Maybe a Planning Condition.
Outline Site Waste Management Plan
Outline plan commenced at RIBA Stage 3
Features
- A plan for managing construction, demolition, and excavation material arising from a development site.
Includes assessment of:
- Waste types and quantities generated,
- Management measures to reduce, reuse and recycle waste arising from site,
- Management measures required for compliance with policy, and
- Post Planning Site Considerations.
Benefits
- A planning requirement of many local validation checklists.
- Helps attain BREEAM credit Wst 01 (BREEAM, 2018).
- May be a Planning Condition.
Environmental Statements
Commenced at RIBA Stage 3
Features
Assessment of the potential impacts in relation to materials and waste arising from proposed development that may require an Environmental Impact Assessment.
Approaches:
- Screening and Scoping – justification for why materials and waste chapter should or should not be required: following the guidance provided by IEMA.
- Materials & Waste Chapter (if not scoped out) – the assessment of impacts:
On materials demand due to the construction of the development, and
On waste management infrastructure and landfill void capacity (as per IEMA guidance) due to the waste arising during construction and operational phases of the development

BREEAM or DREAM Pre-Demo Audit

Features
- An Audit of on-site structures and hardstanding to identify opportunities for material reuse, recovery, and recycling carried out via a non-intrusive building survey.
Includes:
- Types, quantity and quality of materials present on site,
- Local re-processors or recyclers for recycling of materials,
- Potential recycling rates for all key materials,
- Reuse targets where appropriate, and
- Landfill diversion rates for all key materials.
Benefits
- Helps attain BREEAM credit Wst 01 (BREEAM, 2018).
- Helps achieve Ministry Of Defence (MOD) policy requirements (DREAM).
- Required for Circular Economy Statement (as per London Plan 2021).
- Maximise the amount of material reused and recycled.
- Minimise materials being sent to landfill.
Waste Collection Feasibility Study
Commenced at RIBA Stage 2
Features
Comparative assessment of systems for collecting waste and recycling material from a development – e.g.:
Conventional bins, Underground containers, and Pneumatic/vacuum system.
Includes:
- Economic assessment of different collection systems (including capex and opex).
- Assessment of environmental and social opportunities and constraints.
Benefits
- Allows developer to make informed decisions on the most suitable collection system.
Waste Needs Assessment
Commenced at RIBA Stage 1
Features
- Calculates the present and future waste arisings generated by a region and compares to the capacity provided by waste management facilities to identify the need for any additional waste management facilities.
Includes assessment of:
- Current and forecasted waste arisings (including municipal, CD&E, hazardous, low-level radioactive, and agricultural waste),
- Current and planned waste management capacity, and
- Any capacity gaps or surplus capacity.
Benefits
- Provides an understanding of the waste management facilities in the region.
- Can measure performance against waste plans.
- Can be used to supplement an evidence base for a new local plan.
